What is ERS?

The Electronic Reporting System (ERS) is a secure web based gateway to interface with the UK fishery authority’s database. ERS has been introduced to enable the transmission of fisheries data electronically; it replicates the paper based data submission of Sales Notes and Logbooks.

The ERS service provides many functions, however ERS is examined in the context of the submission of Sales Notes.

Why is it being implemented?

To control fishing opportunities so that the European Union (EU) regulations for sustainable fisheries management can be met. This is particularly important because many fish stocks are under pressure from over fishing. Developing EU and domestic policy on fisheries compliance is crucial to the future of UK's seas.

Who does this affect?

If you are a registered buyer or seller and your annual turnover in fishery products is more than €200,000 you will be required to record and submit your records of first sales of fish to your fishers agency by electronic means within 48 hours of completion of sale. You will no longer have to submit paper copies of sales notes.

For registered buyers or sellers who do not meet the turnover requirement you can voluntarily record and submit your records of first sales of fish to your fishers agency by electronic means. You will no longer have to submit paper copies of sales notes

When will it be introduced?

From 1 January 2009, however it has suffered some delays but is currently being rolled out across the UK.

What are the options for delivering electronic Sales Notes?

There are five options available for submitting sales notes electronically

01Entered directly using the Electronic Reporting System website

02Entered on to a formatted spreadsheet and submitted via email as a CSV attachment (max of 25 items per sales note).

03eForm off line data entry of a single sales note and submitted via email

04Email as attachment in a predefined comma separated values (CSV) format. This will require a software application that can export data in the CSV format and submit the sales note via email.

05Programmatically via the ERS’s application programming interface (API). This will require a software application that can extract sales note data in a predefined XML structure for submission through the fisheries ERS API service.

What does it mean for my business?

If you turnover is in excess of the criteria you will be required to record and submit your records of first sales of fish to your fishers agency by electronic means.

If you currently use a software application to assist with fish sales and it has not been adapted to submit sales notes via CSV or API you may consider using the to three freely available options provided by the fisheries. They will involve re-entering data you will already have entered into your existing system.

Alternately you may be considering an integrated solution, either adapting your existing system or purchasing a new system.
